Does each team get Ring of Honor cards?

I noticed each master has all same team cards for instance Barry Sanders has like 5 lions etc

No, as far as I know this is the only release of Ring of Honor. The multiple lower overall players are the "supporting cast," and the reason Barry has five lions players in his is because he only played for the Lions during his career

Gotcha. Wouldve just been huge for every TT to get all those cast cards
