Who do I use at QB for Packers TT? Lamar? Hurts? Rodgers? Brunell? I'm unable to get Stabler as I wasn't able to get Sanders.

I don't think it's very necessary to use a qb with your tt chem right now because of the sugar rush strategy item, so best player available (Herbert, McNair) is your best option imo. I'd wait until it gets nerfed to choose, Favre could possibly get a card soon. From your options listed though, I'd choose Arod.
