I think at this point with the X-Factor player, two champions, and 5x tokens pack you can get up to 14 per week. Not completely sure on that number though. But it's possible already to redeem the set if you build sets or buy the packs.

If I just play challenges and no sets or packs from this point on, it looks like I'll be able to get the free UL in just 4 weeks. W

Yep, plenty already have enough to complete the set once (some even twice or thrice!). It's nice that we can acquire the tokens so quickly (although the wait will be quite boring).

I think that’s with buying packs that have tokens in them, but could be wrong.
