I have both on my Raiders TT, but OJ Howard (new 97) and SR Darren Waller get G99 at Slot. A lot of TE with good receiving and terrible RBK get G99, so look there!

A common upgrade is a 98 MLB being a 99 at an OLB position. For instance, Debo and Bush and many others, you can search for them in the players tab here in MUT.gg.

Another traditional upgrade is a TE with good catching stats at WR (as Vernon or Kelce) or TEs with good run blocking at FB (as Kittle or Gronk).

Entry to maybe remove:
I was checking out my UL 98 OVR Bo Jackson last night to see if he did get the gold 99 at PWRHB - He DOES NOT on my team, even with the UL HB/FB 5/5 chem boosts.
I tested these without any strat cards or chem boosts:

WW 98 OVR Dane Belton - Gold 99 at SUBLB
UL 98 OVR Cris Carter - Gold 99 at SLWR

Nice, surprised this hasn't been noticed before! Did you check after you removed all strat cards and disabled any chem boosts by changing the chem of that player to a team that isn't boosted on your squad?

Shit thank you bro. I used to have bo jackson on my team and i thought that he did get gold 99 at some other position so maybe it was for 3DRB and not PWRHB. Ill be sure to add those other two right now
