if i power up the 90 ovr ahmad rashad team diamond to his 94 will i get the 3x team chem?

This isn’t entirely correct. You need to power them up to or past the tier of the actual Diamond card to see the x3 chem.

This is true for the 95 OVR Team Diamonds but the first batch (90 OVR) will get the X3 chems at the very first upgrade of the power ups.
