There will not be another All Madden program, but I can see there being a new Team Captains-like program to upgrade Team Captains to 99

but the Ravens alone have hof/legend players without 98-99 cards:
Ray Lewis
Ed Reed
Jon Ogden
Terrell Suggs
Marshall Yanda
trying to squeeze all of them in UL seems unlikely, and aside from Ogden, All Madden is the easy fix for including these type of classic Madden players and current superstar without end game cards.
