My team is a 96 OVR and I still got a 94 starting here and there. I win more than  half my games, mostly on the back of tim Tebow  but I’d be surprised if you could build my squad for less than a mil

I would skimp on oline, linebackers and corners. If you get 99 speed corners with PA and a deep knockout, they'd be fine. everyone gets a bit toasted now plus if you do it as theme team - you get to use free xfactors also.
