Did they change 99 ovr threshold?

Ive been 99 ovr but once s5 started. No changes to my team but I’m back to a 98

Same thing happened to me, i had my lolb at rolb with chems and vice versa for some reason and they both hit 99 ovr but after the new season dropped both of them were 98s. it was an easy fix as it was just about switching them back to their actual position but I bought the new 98 ovr Connor mcgovern FB for my TT and I sold my current 98 ovr fullback who was 99 on my team and the new card doesn’t go up 1 overall despite having +11 speed. what’s up with that right? Nothing could change it so I just put Gronk at FB and McGovern at FB2
