Mind reader rare strategy card

It's 

+Prc  +awr  +pur  +cth(bold) +zone (bold) 

Tier 1-6 is +3 catch and+3 zone but only goes to tier 5 why is this so it's only +2 zone right now

The Full team Rare Strat cards are the way to go IMO. My whole D is 99 w/ Mind Reader and Heavy Blitz maxed out
