I wasn’t able to get on at the end of fan appreciation so I was not able to upgrade either of the FA GTs fully. Am I just out of luck on getting Carmichael or Bo upgraded fully? I know it’s on me for not finishing the objectives but I feel like it’s ridiculous to time lock fan APPRECIATION players at this point in the year.

You're probably just out of luck. One of the worst handled Fan Appreciation promos I've seen. Thankfully was able to max Carm before the pass expired.

Carmichael has been a huge disappointment for me. I have him fully upgraded but I’ll prolly change it to Bo once I see how bad Carmichael is on next gen. (I play on both next and current gen)

I maxed both and neither of them see the field. Carmichael has like 68 run block maxed out and Bo has the unfortunate situation of having to compete with all the other godly safeties this year.
