He is talking about the Ultimate rookie, It's the thing that you get tokens for after completing a rookie premier set

The token you receive with each rookie player you complete go towards this player item. EA also confirmed 33 rookie cards, one for each team which makes 32. So 33  is the all rookie

Thats a really good guess.  The Dolphins didnt have a 1st round pick, maybe they wont get a RP and Houston will get 2?

Last year it was Kyle Hamilton ( Rookie Champion), two years ago it was Isaiah Simmons? 

Will it be a safety every year?

I'm thinking it might be Mr. Irrelevant, Desjuan Johnson. I think there's a good possibility that could be it. I think he will be a 89-90 OVR, probably the highest in the game at the beginning if EA doesn't raise the base players cap OVR

They can go either way. Use a legend or an actual rookie. I think they will use Bryce since he's the #1 pick. Since it takes all 32 sets to get the UR I expect a 88-90ovr at least. It should be at least a 90 and he will probably be one of the fastest qb's to start but who knows what they do.

I think there's a couple people here that are spot on. Doesn't make sense to make it a qb as they are pushing josh allen. It should definitely be a rookie from this years class. If they give stroud the 99 RP card for the texans I think it could be an 88-89 Will anderson. Remember cards typically start with the best ones being 88 OVR, like Kupp, Donald, Henry, Ramsey as a few examples with the first promos dropping 89 champions. I think an 89 Will Anderson would make a lot of sense.

We don't know yet. I believe this is the first time they've done the ultimate rookie as the exact details of rookie premiere seem to change year to year. 

Right now the only thing we know is it wiil be auctionable. For some people it may be worth it for that reason alone as I imagine it will sell for a decent amount in 24.
