My question is whether you can sell the M23 player after creating the pack. Will you still have them for M24?

As things stand, you cannot sell any 99 RP players in 23.
Yes, you will have an equivalent RP player in 24 at a much lower OVR, and if recent past Maddens are anything to go by, RP players that carry over to 24 will be auctionable.
You'll know for sure what the conditions for how RP players can be used in 24 closer to release time.
