Been playing for a couple years now, and it never crossed my mind, but why are there no 89 ovr core elites?

I'm afraid there's probably not a better answer than that's how EA wants it to be. 

They probably want the core elites to be lower ovr than whatever the first promo is so people want to buy those packs. Now why that means they have to limit it to 88 is anyone's guess. If I had to guess it's because EA thinks that is what makes the most money.
