How much it would cost to make 23 rps since I already have 9 and tempted to make the rest for Aidan.

I'm assuming sets are a little cheaper?

Sets are about 240~ per 98 using the 3x95 1x93. If you spend time sniping this goes dude closer to 220~

I had great luck with the 47k packs. Saved millions but this was a couple weeks ago

250k per (or hopefully less) per 98 Redzone Royale player.  Those 47k packs are the ticket.  Clear your binder, build out as many 91+ 93+ 95+ sets as feasible, upgrade any and all Elite cards you have in the process.  Good luck, you've got a week and a half.

This right here -- if you're patient and can invest time poking around the auction house, it is (or rather, was) possible to build sets for far less.  I was buying a bunch at 200-220k initially, although the markets seem to have mostly tapered off these days.  It uses to ebb and flow a bit during the week before peaking again on Thurs/Fri/Sat.  If you see any 98 Redzone Royale cards for 239k or less, i would highly recommend you buy them immediately while working through various sets.
