This would definitely be a fun promo concept. Personally, I'm a bit torn on it though because it would mean giving chems for a team a player was never on. Which is something I would like to see EA avoid if possible. Don't get me wrong it would be a neat promo and I can get over a few players having an extra team chem. Something similar that they could do is a what if promo. As an example, Randy Moss almost got traded to the packers so for this promo he would get a card with packers chems

What might be better would be a “hometown hero“. A lot more straightforward - players that played for their hometown team
