Trying to use Bo jackson but lately he's literally even struggling to break tackles and truck against the cpu in solo challenges.. Had a campus heroes boost too to the point he was 91 trucking but as soon as he got tackled by anyone he went straight down...Anyone recommend a better back?

Let me rephrase his comment In the form of a question: has there EVER been any evidence that individual player cards were nerfed or buffed after release, where the nerfing or buffing wasn’t part of a systematic fix in player traits or broader game play mechanics?

I don't think it has anything to do with Bo Jackson. I have noticed after the last update that the CPU is much better overall than it was before. I play my Solo Battles on Rookie, just to farm stats for the Comp Pass and the CPU is noticeably better than it was before, even on Rookie. It is still easily beatable, but the CPU defense is much better, especially against the Run now.

No, because EA would have to admit that which would lose them money.
