If you've completed everything, it's definitely some kind of glitch. I see two possibilities. The optimistic one is that it's just a visual glitch but you've received the reward for level 10 so it's just a minor annoyance. The much worse outcome is that you've done everything and are being prevented from getting level 10. If this is the case, there's not much you can do other than contact EA and hope they fix it.

ok, i feel like i completed it but ive gotten several bnd 87 packs so i cant remember if i got that one or not
