Can anyone change his team chems? Mine are just locked.

You need to fully upgrade him to unlock the rest of the team chems.

No that's not ....you have to check it again. You can get his initial chem after the first upgrade just like all the other cards. To unlock all 32 teams you need to upgrade him fully
