How do you unlock juke box it says achieve 90 juke move what dose that mean

It means the player you have is of an archetype that needs 90 juke move to unlock it.

That's not something that you can typically 'achieve'. The game dictates who gets what, and it's pretty arbitrary at times.

OK but my Chem made it go to 95 and it still says locked on screen

But my Chem maid my juke go to 95 and still lock ...dose it have to have 90 juke at first

You can not use boosts to unlock abilities. The card must meet all ratings requirements for the ability before boosts are applied in order to equip the ability
