What is a “Division Standout” card?

I have one of every 76-88 cards but I’m assuming this wrinkle will end up costing me an arm and a leg. 
 

Did TJ say what these were?

I bought  all, but it sounds like we need two per set (unless I misunderstood)

Yeah I'm pretty sure we need two of each 88 Diamond Dynasty.  I also bought only one of each...
