So if I’m reading correctly, you can have four players above 88 meaning  players in the 90s 

another question I have is let’s say you have cards at originally 87 and you make a theme and now they boost to an 88 in blue does that also affect  the overall count?

boosted above 88 doesn't count towards the 89+
