I sold Perry about a week ago and picked up Murray yesterday. I think Perry is better, especially if you use him on a 50/50 Ghost team.

Hands down, William Perry. Andrew Luck is an amazing budget pick, his release is so good it's totally viable to run without Gunslinger. I've been having a fantastic time with Luck using; SFL & GW only (5AP), allowing me to run a combination of Apprentices; namely Slot, TE & RB Apprentice abilities. Quasi-HRM.
Jordan Love is the first QB to get both SFL & HRM at the same time, although you won't be able to run Gunslinger. The Slinger 1 (Jordan Love) release was widely regarded as the "best" for short-mid passes last year, but has been slightly nerfed this year. Still overall fantastic, IMO, but you may notice it takes a little longer to get the ball out when throwing beyond 15-20+ yards.
YMMV, but can't go wrong with anything using Traditional 1 or Traditional 4, but at a certain point it becomes personal preference, or whatever works best for your play style. Whichever QB you decide to run, be certain to add Set Feet Lead as the very first thing you do. Without some type of velocity ability (SFL/PLE), QBs will tend to just float the ball out there. These are quite possibly THE best single abilities in all of Madden/MUT. Literally game-changing. Not sure how anyone plays the game without SFL at this point.

Now imagine how legendary you'll be once yer QB is fitting balls into tight windows, passes that seemed impossible before now become DOTS. Obviously do whatever works for you, but what is more important than having some zip on 100% of passing downs?

Fantastic question, sir. As with many things, it depends. You are absolutely correct that it's super important to get the ball out quickly, Gunslinger definitely helps with that, immensely. However, there are certain QB release styles in the game that work well without Gunslinger. For example, i'm using Andrew Luck (Traditional 4, the Lamar release) with only SFL & Gift Wrapped (another vital ability, IMO). Slinger 1 was slightly nerfed this year, but still quite good, especially for short-mid passes. The wind up takes a bit on deep balls.
I'd avoid any QB with a Generic release, those tend to be quite bad. Eager to see how Traditional 1 is this year, that might be one of the better / best releases, although at the moment I believe the community widely regards Lamar's Trad4 as being the "best" currently available. EDIT: Apologies, i neglected to include some more general information for anyone else that may see your thread -- Gunslinger improves the speed at which the ball comes out, helping to avoid sacks/pressure. However SFL & PLE both improve the actual velocity on the ball, so it literally turns wounded duck passes into lasers. I am of the opinion that it's THE single best ability in the entire game, it's that crucial.
