I belive you need 15, but I am not sure. I can check when I am home, but I am sure someone will answer prior to that.
They can be redeemed later in the year for a Team of the Year player when that program launches.

There will be 21 total collectibles available (guessing this means playoffs too?) and you will need 17 of the 21 for a free Team of the Year player at the end of the season.
