The abilities do different things:

Pass Lead Elite adds velocity to your passes so that you can complete passes in much tighter windows.

Gunslinger increases the speed of your throwing animation which helps you get the ball out more quickly. The pass itself doesn't move any faster once it's out of your QB's hand.

Personally I value Pass Lead Elite more, but running both might be the right decision for you if you have the AP to spend.

I'm using Unstoppable HRM, Gift Wrapped, Gunslinger, and Pass Lead Elite on him and it feels pretty good.

Pass lead elite is literally elite

i got 94 goff with PLE and gunslinger and he throws absolute rockets
