As someone who has extensively tested No Outsiders, it's best used on DT's in a 4-3 scheme, or DE's in a 3-4 scheme. Don't use it on edge defenders or they will over-pursue the shed and the RB will have a MASSIVE gap to run through on stretch plays.
If you use it on the people I listed above, they shed the block right into the RB almost every play and destroy running plays.
That being said, you're generally better off finding formations to stop outside runs rather than abilities. Use your abilities on Inside Stuff instead since most people go shotgun 90% of the plays anyways and by default outside runs inshotgun are hot garbage.
