Just want to make sure that I can use a BND 96 to upgrade. I'd much rather grind house rules to get enough stars for a BND 96 opposed to spending 550k

Yeah you can use a BND. 
 

however his boosts downgrade on 2/28, so it’s kinda stupid to invest in upgrading him

In that case, yes. you can still use the free BND to upgrade him
