I think it basically improves reaction time and helps jump routes and things like that. As for who it effects, it depends on what strat item your using

I read that it only helps with play-action pass reaction and how much defenders bite on the fake. may be more to it though

I've seen claims that it's one of the important attributes for determining how defenders play in match coverage.
