They're trying to kill off the pre-lit and auto-activated x-factors.
Peyton and Eli are the first iteration of that. They get the QB quad stack for 4 AP and you don't have to wait for it to activate. That combined with Momentum Shift x-factor being more easily accessible with 99 Tribute Aaron Donald.

Doesn't it cost like over 3 million to upgrade Peyton and Eli? Not sure how it works but if they wanted to kill the x factors, wouldn't they release cards that everyone can afford?

You don't need to fully power them up (both Manning brothers) for the quad stack that I mentioned. You do have to power one of them fully up though (~1.6m). Then Peyton gets the quad stack for 3 AP (0 AP HRM, 0 AP Slinger, 2 AP SFL, 1 AP Gift-wrapped).
But that's what I'm saying, this is the first iteration of the phasing out of pre-lits and auto-activated. That's why they obviously didn't give the Mannings Traditional 4 release, because then everyone is set until Golden Tickets (or a fast QB, with Trad 4, and the same stack is available)
