Are all first round draft picks 99 ovr?

Anyone know how the first round will work,  is it just the top 10 or the whole first round getting 99 ovr?

From the pack from the Draft Event, it looks like…

1-6 99

7-16 98

17-32 97

Last year it wasn't but with EA that doesn't really mean shit I think it was first 6 or 7 picks 99 then 98 till 16 and past that 97
