If I select the Balanced boost on one of the upgradable champions for example Khalil Mack… do I need three of them or are Zack Martin, Micah Parsons or Harold Charmichael counting towards it as well? They don’t get the boost to select…?

zack martin and Micah can get the balance boost since they have every theme team and every teams boost, Carmichael can not. unless all those guys are on the same theme team (cowboys) they get boosted by said theme team but for your example Khalil mack can only boost chargers chem players only.

So if I max out Christian Wilkins with Theme Team points I can select the balanced boost on Tier 3 or do I need 3 of those Champions with Balanced activated to get it to tier 3?

you need 3 of those Champions with Balanced activated to get it to tier 3.

LTDs, OBJ, Cushenberry and Bradley Chubb do not get the Boost Chem?

Nah, OBJ just gets the pass pro chem boost - he is the pass pro chem boost champion. Chubb is the power run chem champion. Cushenberry is the balance chem boost champion. The LTD's get all three to choose from (pass pro; balance; and power run) - like you said.
This next round your theme team player maxed out to 99 will get to choose and then we will have 3 more LTD's. Right now, I need one more pass pro chem player to max that out - I will utilize my next round theme team player maxed out to 99 to do that. Then Cushenberry and the 3 LTD's will max out the balanced chem boost and the team will be fully maxed out. I think...don't quote me on that.
