Packs are going to be the only way if there isn't a set. They could be very expensive day 1 if FAP prices are anything to go by.

I'm guessing here, but I could see them doing something like the ULs for the 99s with taking 2 97s and 2 96-97s from other promos. The whole premise of prepping for Rookie Premieres is somewhat comical now that the only transferrable packs are free via the field pass.
