I thought about a few factors when considering what made the best/worst promos. Biggest factor just being usability of the cards. We got too many filler promos that unless you are a strict theme team user, there was whole promos where the cards were absolutely worthless. Secondly longevity, I hate getting a card that is outdated after 2 weeks
Worst
1. Team builders 1/2/3
no discounted abilities, horrendous large sets to build, usually 1-2 overall lower than the current cards, and higher priced because you could mostly only get them through sets. Unless you grind sets for coins this was the most useless promo of the year
2. Campus Heroes part 2
1-2 useable cards, short promo, was just a filler between weeks, the champs and ltds weren't really useable outside of Runyan and Ridley but only if you got him free.
3. Honors
Could easily be 1 or 2, the discounted abilities were terrible, and most of them were qbs. Plus they are LTDs so they are pretty rare and harder to get. I know they had 96 versions, but those were also terrible.
4. Draft night
Tough, because this is always a exciting promo when we get rookies into the game, but none of them were any good aside from maybe the receivers all getting a discounted juke box. The qbs which are usually always high profile items all got bad ability stacks and bad releases aside from one. The only draft cards I ever had on the team where the 95s for 2x chems.
5. Sugar Rush
Hopefully the final TT promo of the year, but it was not. Then the eggs were bad, then the only good card we got was Andrew Thomas. SR was the chance to derail people still using the OP Super Bowl TT, and they missed on that. Presents and eggs are 2 of the most exciting times of the year this is the first year I opted to sell all non ltd eggs and forego playing most of the promo.
Best (There is a common theme here)
1. TTAS
This promo brings back the relevance of theme teams, as a theme team user I love this. getting to use some of my favorite players and also making some cards like 95/96 overall receivers relevant again by boosting them is great.
2. Combine
Great TT promo, big names, cool cards, good abilities. Some of these cards were on peoples teams for months
3. SB past and present
Have to knock it a little because the token hidden behind a pay wall is garbage, but otherwise created a TT that was expensive but relevant for months.
4. Zero chill/Ghosts
I ran 25 eagles 25 zero chill from the beginning of the promo until close to combine promo. It was a good promo, had plenty of good names both past and present. It's the start of our OOP players which I actually enjoy unlike a lot of people. presents are fun even though they were bad. The ltds presents we got from this promo were rare but great cards. I had SS Bo jackson for awhile.
5. CH 1
Our first promo theme team, and bo jackson with juke box was on the team for a long time. Also had college OT house rules, if there was one house rules I wish we had access too all year it would be college OT house rules.
honorable mention for worst... didn't make my top 5 but golden tickets. The best ones were not accessible for most people, and the worst ones weren't good enough to be on the team. We got too many QBs, they need to make an exception to the abilities for qbs or at least help people make them. 2 free abilities on a qb this late in the year isn't good enough and then making them progressively better each drop is also annoying and if I pulled a golden ticket and they wouldn't let me make a card as good as other creators were making theirs I'd be irritated.
Make GTs great again next year
I think it’s gonna be different for every user depending on positional need and pack luck. I had a lot of fun with Zero Chill, TOTY, Cruciable, ROH and NFL Draft. I forgot Super Bowl Past
I didn’t care for Harvest, Sugar Rush, Most Feared, Genki Force and Reel Deals
The Playoff promo was very underrated and Top 5 promo IMO.
1. Combine (the TT itself is arguably still useable, and the fact that we kept getting one new card a week for nearly 2 months (AKA LTD's) for this theme team made it the best of the year).
2. Superbowl
3. Playoffs
4. Zero Chill/Ghost's
5. TTAS

I'm also going to mention super bowl for worst. Don't get me wrong the cards themselves were very good at the time. But I hate the scummy move of locking additional xfactor tokens behind a pay wall. ROH did the same thing so I'm tempted to include that in the worst category as well.
Campus heroes also makes the worst list for me. Another promo that had good cards. But I don't like the idea of promo theme teams existing so I'm going to include it as stand in for any promo with a TT.
I'm going to say draft for the worst list since we didn't get the fun mock draft element we've had in previous years.
Also going to include zero chill in worst list for limiting presents.
For best I'd say promos like super bowl, combine, and zero chill which all featured a lot of great cards for their their time. I know I included some of these in the worst list. But if I separate the content we got from EA's business decisions it's hard to deny these promos had excellent cards.

That was a developer GT, someone that works at EA made that. But like ItsDom got to make a cracked Randy moss, while the dude that made rodney Harrison obviously wasn’t able to do that

Best:
1.TTAS (isn’t this what the mode is about? Highlighting your team having fan favorite players on your team. Finally making your theme team relevant was the best thing they did, it was a little too late for players as they already squeezed the moneybags for most of the year. But being able to get favorites, an extra boost for your team to make cards more viable and a good selection of LTD’s that didn’t feel “needed” but were also good picks)
2.Most Feared (they didn’t mess it up, easy to get Tate from challenges and no need to spend money for the cards. Is that not what we all want? a balanced and competitive experience)
3.Combine (Great motivators, powerful cards, too many Bo’s was annoying but they added to your teams and they are still very playable even now.)
4. Super Bowl (while people were upset I think it was a cool idea for anybody who had been to/win a Super Bowl to be highlighted on this team I understand promo theme teams were frustrating but I think it’s because EA went out of the way to not show love to regular teams to try to squeeze money)
5. Aka Crews (Good cards, Good art, Good chems. challenges not really helpful. limiting the sets was awful and making the LTDs blatantly the best cards also takes away points.
HM: Fan appreciation: Feels like they listened, best packs that could be opened, solid player options and very relevant players. Free players were also pretty solid selections and are very helpful contributors
All madden (nobody cared about the cards but being able to juice almost any card to viability during squads was enjoyed at least on my part. every team was even, pick your favorite players and go head to head. People were pissed off about the “99” ratings shown but they played nothing like current 99s
worst: every thing that was pretty BAD it’s so bad I could go on all day so I’ll just try to list them (no order they all SUCK)

Zero Chill, Super Bowl, and TTAS, and Genki Force surprisingly all good Promos but the way Rookie Premieres was changed to 8 rookies with only 3 picks made it the biggest disappointment. The longer it goes on the more I feel cheated. I liked the one per team format scrambling to collect them all.
