Will Raof, Mark Clayton, Alex Mack, Andre Reed, Anthony Munoz, Kyle Williams Chris Hinton, Terrell Suggs, Rod Smith, Maurice Jones Drew, Steve Largent and Clay Mathews all don't have a 99 ovr all card. Why are EA giving us cards we really don't want in this ladt promo? Also the new cover athlete doesn't have a 99 ovr either.

Clay Matthews has a 99 from FAP
I think part of the reason redzone royales doesn't have the biggest names who need upgrades is that it doesn't need them. A good portion of the players spending money on redzone royales are probably only doing so because they want to complete the RP sets. It doesn't matter to these players if the 99 is Randy Moss or Nelson Agholor. All that matters is the card let's them complete RP.
It sucks but there's always going to be some deserving players who don't get the upgrades they deserve.

If they release too many it will make the odds of pulling a 99 higher. EA never letting that happen.

Go over to MLB the Show and get 100 versions of each player that you can only use for 1 season. Then you have to start the grind all over again.
