He's got chems for like 4 different teams - Cards, Ravens, Lions, 49ers. It will probably cost coins 200k per 99 TTAS (upgrade via selling 99 TTAS quick sell cards) and another 80k for the 96 Division Dynasty for whichever team select. You can use those three cards in conjunction with OBJ or Bradley Chubbs to do 4/5 TTAS chem to boost speed +1 to 99.
If you don't have OBJ or Chubb, you'll need to get the Division Dynasty 99 for whichever team you choose to get to 4/5. That'll be another ~400k.

I'm using 49ers team chems to boost him to max 99 SPD. Plus running the 2AP Jukebox on him, in addition to the incredible ability stack he already gets. I doubt you will regret this move, i believe Boldin is hands down THE best WR in the entire game, he's extremely versatile and fits basically any scheme. Was rather simple for me as I'm already running 35/50 Niners, but 25 shouldn't be THAT difficult to achieve if you combine Joe Thomas, Plaxico Burress and Ryan Clark... that's liek what, 14 of the 25 you'd need.
There's a few ways to approach this, but yes TTAS is another easy way, that only requires a handful (five) total cards. There's quite a few LTDs from TTAS promo you could scoop; Russ Grimm, Johnny Manziel, Micah Parsons, Bradley Chubb, Lloyd Cushenberry, Ray Nitschke, Mark Andrews, Brandon Aiyuk + Javon Hargrave (both 49ers team specific, there is also a Niners Center, but I no longer have room to run both Centers) Paul Krause, uhhh i might be missing someone...
A couple custom filters / searches / lists that might be helpful for you:
Pick yer poison, you only need liek five of these (total) in the lineup to get that extra SPD. There's certain cards that ONLY get specific chems, so make sure you know which you prefer to go with before building these out or chasing cards on AH. For example, OBJ gets a TON of various team chems, basically everything that exists in the entire game, however he is only able to use the uhhh Pass Pro (i think) TTAS boosts. Other positions will be restricted in a similar fashion. However, many/most of these get all three options to choose from; Balanced, Run Pro & Pass Pro
Good luck, have fun. DEFINITELY do this. Bonus points if yer boosts also enhance another player that shares similar team chems. I've been running split TTAS boosts, one 49ers and second Colts (to max out Mackey). Prior to that i was using Texans, for Ben Skowronek and Mario Williams. Legion of Boom chems (via OBJ as my 4th, since i never acquired Bam Bam Kam) keeps Ryan Neal maxed at 99 SPD, as well.

I’m about to buy Russ Grimm and sell off my ruyan to complete the speed boost and going to run Grimm totally off subject do you think the weight difference between jon and Russ will make a difference ? Jon being 330 and Russ being under 300 ?

Russ Grimm is one of the few i haven't used -- i missed the majority of these TTAS limiteds. But yes, in general, i typically want my O-line to be at or around that magic 300 pound mark, but it's significantly less important than earlier in the year when stamina and fatigue issues were running wild. However, that clearly demonstrated to us how truly vital weight is in overall blocking calculations this year. You could probably run Russ at backup LG if all else fails, not sure what that might require you to give up.
I just learned a ton about O-line and reworked mine before the weekend. Moved Pouncey over to RT (from his natural position at Center), so I could get Mawae back in the lineup. Current depth chart (bold means they are a Vanguard player):
Everything else is primarily 49ers focused as far as team chems and boosts, etc. Mawae is "only" 289 pounds and he seems to do alright, but that's at the center position. Guards tend to have to counter a bunch of Bull Rush from the middle and often get overwhelmed/overloaded when folks pinch their 4-3 Even 6-1 D-line and hover over the middle and try to get three players through a gap where there are only two blockers.

@peatrick: Not sure who’s in your lineup otherwise, but does Sweet Feet’s motivator make any difference for your line or runningbacks now?

Heh, no, almost certainly not. Old habits die hard, i haven't really needed the team chems -- barely any of these stat boosts do much at this late stage in the game. Excellent point you bring up.

i opted to put LT JC Latham, rookie premier, at RG and back up LT and he’s been way better for me than shields. Whenever I played shields I was always running in to him because of how slow he was compared to my other Olinemen

I do notice that my pulling Guard is easily the slowest person on the entire squad, but i'm just too darn spoiled with all the additional / bonus blocking abilities to give up on either Will Shields or Lincoln Kennedy (both have played Guard for me at times). In hindsight, i think you made the clever move here, choosing Latham as a Rookie Premier option. I have an abundance of RBs & WRs now, definitely regret choosing Brooks & Odunze. Wish we could swap RP sets, or at least allowed us to build more. Although at this point i've burned through my entire binder, even quicksold all the "extra" Redzone Royale players for Training, to allow myself the opportunity to try that final Devon Witherspoon corner.
Ended up choosing big Braden Fiske as my third and final RP, no regrets, he's played quite well for me. I liek your style, wish i had considered this sooner.
