Can't upgrade the free Peppers?

I got the pack when they were having slow menus like an hour ago and when i try to upgrade FS Peppers from the welcome pack it says i don't have the upgrade token in binder when i do, i tried restarting game and nothing, is anyone else stuck at 79 ovr? wtf

looks like the token from the welcome pack is broken. i could upgrade peppers with the 2nd token i got from challenges.

The token it came with is to upgrade 83 ovr.
