It only makes sense given the expected ratings bump.
Not sure they will put the 88 upgrade pass in the store. Seems like they may be gatekeeping it to only allow you 1x 89 upgrade using the 88 OVR upgrade at the end of the Season 2 field pass. Seems like the kind of thing EA would do. Only let you get one all the way upgraded.

Let us do 3 season 1.. granted they gave us all 32 team chems then so.. yeah you’re probably right.

I am sympathetic to the negative EA sentiment, but I can't imagine they only let you upgrade one. If they don't let you upgrade multiple players, everyone will just keep their tickets and roll to the next season. This just kicks the can down the road until people ultimately say eff it and buy packs which would give sellable cards and be a negative to people spending money on the game.
Bottom line, we're all a bit fatigued with how EA has treated us, but I think we can finally upgrade past 87. They just didn't want the season pass players to become super OP.
My plan is to upgrade the Dejean and Tyron Smith cards all the way - one w/ tickets, one via season pass - and roll the balance forward as I don't have use for the other players. I think this is probably the best path forward to get a jump on next season or ultimately gamble on packs.

You are then assuming that EA will allow the tickets to roll from S2 into S3 (like they did in S1 to S2). Big assumption. I think S1 to S2 was more of an error or oversight on their part than a perk for players. EA is more likely to change that this time and convert them to coins or training at some bad ratio. But either way, they are unlikely to communicate it either way. Shame.
