Why did they send some people 82 OVR Ultimate Alumni Players?

There are to be 80 OVR rewards that can be used in a set for an 85 OVR.

Then I heard that there are 88 OVR, I guess these are make-rights?

Where did the 82 OVR come from? Are they to be used in any type of set?
