are legends only legends program or any player who is retired like mlb the show?

i dont understand why hutchinsons +1 zvc is a big deal.  i only have 2 legends on my team that are worth starting on defense and the zvc boost doesn't matter for sapp or ware

do only legend program players get the legend boost, or does it boost say, revis AKA bc he is  a past player (legend)

Its for " Legends" program.  So just these players: https://www.mut.gg/programs/legends/
They have been adding motivators to OLine LTD as a way to kind of incentivize using them.

Just not enough usable defensive legends to make it worthwhile
