How is Luck a 91, but has better ratings than 92 Herbert

Luck has...

-Better carry stats

-Better speed

-Better Mid Accuracy

-Better Deep Accuracy

All other ratings are equal...so how does Herbert get the +1 overall

OVR Ratings are Corrupt

somehow I think they reduce the power of the card knowing that people who buy him will use him on the TOTW theme team. He boosts to a 95 OVR with the TOTW team and Strat items.
