I have been playing this game since Madden 20 and the last time I saw a Terrell Owens card it was in MUT 20. Does anyone have any idea as to why he hasn't been in the game for 5 maddens now? He's one of my favourite players and I always liked playing with his card in Madden 20.
More than likely, EA lost his rights and has not been able to reacquire them.
Hear it from the man himself:
Yeah, looks like he won’t be in game anytime soon sadly.

Dude made millions while he was in the league. That $1500 valuation seems reasonable given the year. I'd expect EA to pay more now, but I think EA's hurt themselves by doing business as they do it with the individual retired athletes. Having hundreds of individually negotiated contracts is untenable in an environment involving athletes, who as a class are some of the proudest people in the world as to their achievements. It's bad enough that kids fresh out of the NCAA are signing twenty-million-dollar contracts when Joe Montana made just over $25 million during his entire career. Born at the wrong time.
Terrell Owens doesn't have to take the field. He might not even need to take a photo. He doesn't have to do anything really. But he compares himself to others, and arbitrarily chooses the number over which he allows his name, image, and likeness to be used. With its present model, EA will get some athletes, and lose others.
I am somewhat surprised to see Owens' tweet actually provide a number, but that's a very Owensy thing to do. I would have thought that the compensation for NIL would have been part licensing and part royalties. If Owens had a say in the development of his EA identity, and if he was compensated for the number of players that used his item, he might want to work with EA again. I'm somewhat disappointed in the lack of creativity on EA's part to effectively negotiate with former athletes according to their motivations. Of course, there are some people who simply will not negotiate.
Honestly, the best way to get Owens back in the game is to get the rights to George Teague.
