Like, take one of my fav players: A.J. Terrell.

His power up only goes to 93 ovr, because his latest card was a 92 ovr Rising Stars. With a power up expansion, he will be able to get powered up to 99 even though he doesn’t have any other cards besides his Rising Stars card.

They just randomly pick players to give a free 99 too. It takes a lot of training to level them up from where they are though.
