Correct. Everything is based off the year before but they also mess up ratings all the time. Some are higher and some are lower.
They do it and adjust it later in season if needed.
Its just to get people talking about it.

Stats don't lie, but neither do quarterbacks, Cooper Kupp would be a nobody if he had cousins throwing him the ball
