Tier 1: CB, SS, FS in that order

Tier 2: Your edge rushers, then inside DL

Tier 3: Any non-rushing LBs

Yes this but your user is number 1 wether you use ss or lb. 
 

and for your mlb 2 helps to have 80 or 90+ zone whatever you can afford so they can make good coverage when not being usered.
