So I noticed you cannot change the Chem on the free cards from the legends drops the 81s last week and 82s this week

then I noticed you cannot put the free cards into the power ups 

am I wrong?

You should be able to add the 81-82 OVR Legends you receive from solos to the Power Up.

Make sure it is all the way downgraded before trying to add to his Power Up.
