I have an 83 OVR team and would love to spend some coins on training and power up some cards? What ones are the best around 86 OVR and up when fully powered up?

At this point of the year based on experience, I would hold off on power ups unless you have a long term strategy in the theme team arena.
If you are shooting for a 50/50 theme team or a 25/25 theme team, then work on power ups for those players and save the training/coin.
Training is very expensive in the early stages of the game and do not want to waste it trying out different players. The bonus at this point isn't enough to warrant such a high cost.
With a long term strategy in mind, you could certainly buy the power up and wait or buy the power up and build up.
Also good idea to keep lower level cards of the guys you want to power up as market tends to push them higher due to demand if you didn't and have to pick them up.
Last thing- who ever you do decide to power up, keep a file or a notebook page on who you used those power up passes on. You'll thank me later especially in the later half of MUT season when the 91-99 passes come into play.
If you decide you want to spend the training now, I'd invest in legend cards. Down the road and towards the end when Ultimate Legends come out, these cards are typically best in game. Legends often give you multiple teams to help with team based bonuses.
