All packs count, that’s why I’d go cheap & easy with doing the 70-71 rookie 1 card set. It’s boring but doesn’t cost you much besides time… way cheaper than TVP’s!
 

TVPs however have a better chance to hit big, build coins etc etc… but also a way bigger risk to flush your training away, so high risk low/average reward and depends on your MUT bank roll or real bank roll where as the rook set is really no risk / no reward besides reward of quick pack level up and boring!
 

I totally get the TVP approach & it’s way more fun but not everyone has that luxury, my tip is to help those that just want to knock the level up out quick without risking much.

I did a combination of different sets to get mine based on what was profitable at the time (all low level ones like the one mentioned in this thread, 80-81s, playbooks, etc).

I’d just use 5 - 71s and work  a re-roll method, shouldn’t take you long to get there. Or just keep doing what you are doing since the last reward pack was just given recently so have near a month b4 the next one for December so you might just get the 200 doing what you already do!

Yes, there can be some minor gains from the 70-71 Core rookie sets, just make sure to check the price before putting into the sets. There are a few selling for more than 1500. I would get players that are under 1000 to put into the sets. I always wanted to make sure that I actually gained something from doing the sets. I think you can do the captain exchange over and over again if you just wanted to get the packs without losing or gaining anything (assuming they didn’t put a cap on it AND make sure to downgrade your captain first).

There other low level sets where you can increase your coins slightly at different times. I took that approach this year since they took away the 500 Get a Player pack (used to do that at the beginning and put everything into sets to get PUs which gave me a million or two to start with).

I was on 963 packs last time I checked, so I'll just continue with what I'm currently doing to get over that Legendary line.
