One is offered now with blitz bucks and the other is offered next round of unlocks. Whats the difference with both packs and which one is the better value?

The Difference is that the Legends Fantasy pack has multiple rounds where you can pick which cards to keep, the elite legends pack just gives you cards. Virtually the same pack. None are worth in my opinion
