You should be able to get them by casting your 4 votes for which captain you want to receive an upgrade via sets. You should get 4 footballs for 4 votes which gets the snow ball team captain to a 90

You put snowball collectibles into the set for the player you want to receive the upgrade (Pickett or Hufanga). You receive these collectibles via completing the SnowBall fight challenges. Putting the snowballs into these sets should reward one frozen football for each vote you cast for a total of 4 frozen footballs. That’s what was said on the reveal stream.

Ok, I figured it out, but I only had 2 votes and I finished the snowball fight challenges. Any advice now?

Snowball Fight Teams
Team Captains start at 86 OVR and upgrade to 90 OVR. Once your Team Captain reaches 90 OVR, they will provide an additional boost to the players on their Snowball Fight Team (Red or Blue). The Team Captain of the winning team for this event will receive a +2 OVR upgrade to 92 OVR and additional abilities.
