The listed odds for the pack tell us there is 27% chance of a 95 ovr card. So in 20 packs you'd expect to get 5.4 95+ ovrs so you're good there

Yes, EA is aware of the issue and is supposed to be giving out the missing pack to everyone affected but it may take some time
