Do you get the offensive boost if you use him as a back up?

When you build an AKA set do you get the 95 and 90 back as BND by chance?

Does anyone remember how much the Rare 99s went for last year? Would it make sense to convert a bunch of training or just wait to buy what you need off the AH?
